The law provides for the new tolling system to apply from that date, CNAIR is requesting a postponement until 1 April 2027, and the interim Minister of Transport, Radu Miruță, maintains that TollRo “should be functional” by the deadline.

At the same time, the TollRo application is still being piloted, a stage which, according to CNAIR, lasts at least four weeks and cannot be completed before mid-October, even in the ideal scenario. (AGERPRES)

What CNAIR Requested

On 7 September 2026, CNAIR sent the Ministry of Transport and Infrastructure, with the Prime Minister informed, an official request for three measures: extending the deadline for applying TollRo and the new vignette until 1 April 2027, aligning the SETRE interoperability deadline accordingly, and adding to the company’s organisational chart the positions needed to operate the system and establish the national road-toll service provider. (AGERPRES)

On 18 September, 11 days after sending the request, CNAIR announced that it had received no response from the Ministry of Transport and Infrastructure. On 21 September, CNAIR stated that it had still not received an official response from either the Ministry or the Government. (HotNews.ro)

In the absence of a legislative amendment, 1 October 2026 remains the date set by law for applying TollRo.

What UNTRR Requested

The National Union of Road Hauliers from Romania (UNTRR) has, in turn, asked Parliament to postpone the application of TollRo until 15 January 2027, the date on which European SETRE interoperability becomes operational in any case. If the 1 October deadline is nevertheless kept unchanged, the organisation is asking for sanctions to be suspended for six months, while keeping the obligation to pay the toll.

Among the reasons cited by UNTRR: the lack of on-board units (OBUs) for automatic payment, insufficient time for transport operators to purchase the necessary solutions, test the application and enter their fleet data, as well as the situation of vehicles already on the road when the new rules come into force. For companies that would opt for dedicated phones for drivers, the organisation estimates an additional cost of at least approximately EUR 300 per driver, plus the data subscription. UNTRR’s Secretary General warned that, if fines are not postponed, transport operators could resort to protests.

Technical Status: Piloting Cannot Be Completed by 1 October

Public piloting of TollRo began on 16 September 2026, and the application was made available to drivers and transport operators for testing in real traffic conditions.

According to CNAIR, the system delivered by the contractor has not yet entered the qualitative acceptance stage, which, under the contract, can only begin after testing and piloting are completed. The purpose of this stage is to identify any non-conformities, which the contractor is contractually obliged to remedy.

According to CNAIR, piloting lasts at least four weeks. The company states that, even in the ideal scenario in which no non-conformities requiring remedies and a repeat testing cycle arise, the stage could not be completed before mid-October. (Forbes Romania)

The technical timeline therefore extends beyond the legal deadline of 1 October. CNAIR has announced that it will not charge a mandatory toll through a system that is still being piloted. (AGERPRES)

The institution warns that keeping the 1 October deadline without amending the law would mean a legal obligation, backed by sanctions, existing before the technical payment tool is available. CNAIR argues that transport operators could thus end up being sanctioned for an obligation they are unable to fulfil. (AGERPRES)

TELL Security Systems Tested the TollRo Application

The TELL Security Systems team tested the publicly available TollRo application.

The application allows users to create an account, register vehicles, top up the virtual wallet and go through the payment flow. During the test, the wallet was topped up with RON 100, and the application displayed the message “Payment was successful”.

However, the document generated afterwards is explicitly marked “PILOTING – PILOT DOCUMENT, WITH NO LEGAL VALUE” and states that it was generated for test purposes and does not constitute a valid invoice or fiscal document.

TELL’s test is thus consistent with the status announced by CNAIR: as of 22 September, the application’s flows can be tested, but operations are still taking place within the pilot.

CNAIR’s official TollRo portal

The Transport Minister’s Position: TollRo “Should Be Functional” on 1 October

The interim Minister of Transport, Radu Miruță, supports keeping the current timeline. In a public statement, he said that the TollRo system managed by CNAIR “should be functional” from 1 October and that CNAIR had had enough time to prepare and test the contracted system. The minister also pointed to the possibility of applying penalties to suppliers that have not fulfilled their obligations. His position was reported by the national press on 23 September. (News.ro)

Miruță also announced that, from 1 October, the Danube bridge tolls at Fetești and Vadu Oii will be abolished, a measure he links to the application of the new road tolling system. According to the minister, more than 100 CNAIR employees currently handling the collection of these tolls could be reassigned to manage TollRo.

This results in two different institutional positions ahead of the 1 October deadline: CNAIR is requesting an extension until 1 April 2027 and shows that piloting cannot be completed by the deadline, while the interim Minister of Transport maintains that the system should be functional on 1 October.

Interim Government: CNAIR Points to Parliament to Change the Deadline

The institutional context complicates any change to the timeline. CNAIR points out that the interim Government cannot issue ordinances, but it can respond to the company’s request, approve the necessary positions and support a parliamentary initiative.

Consequently, CNAIR identifies Parliament as the institution that can still change the deadline in the time remaining, through an emergency legislative procedure. The company states that it is ready to immediately provide Parliament with the text of a legislative proposal.

CNAIR clarifies that the request to extend the deadline to 1 April 2027 does not aim to abandon the new toll, but to align the date set by law with the moment when the obligation can actually be fulfilled. (AGERPRES)

How the Law Provides for TollRo to Be Paid

TollRo applies to vehicles designed and built for the carriage of goods with a maximum authorised mass of more than 3.5 tonnes, and the toll is calculated based on the unit rate and the distance travelled. (Portal Legislativ)

Law No 226/2023 provides for three ways of paying TollRo:

under a contract concluded with a SETRo provider;

through a route ticket, paid before the journey;

through the mobile application provided free of charge by CNAIR. (Portal Legislativ)

What the Route Ticket and portal.etoll.ro Mean

The etoll.ro portal is the electronic portal of the TollRo system, through which the system’s services are made available, including those relating to the route ticket.

To pay by route ticket, the user must identify the journey in advance by declaring the date, the point of origin, any intermediate points and the destination. The ticket covers a single journey and must be paid before the journey is made. Once issued, it must be used within a maximum of 72 hours of the declared date; after this period it expires, even if the route was only partially completed. (Portal Legislativ)

TollRo portal – route ticket and official information

For operators managing large fleets, the route ticket therefore means managing each vehicle’s journeys and routes in advance, and it should not be confused with the automatic system based on an on-board unit (OBE).

Under the SETRE regime, the official TollRo portal explains that the user concludes a contract with an authorised provider and receives an OBE configured for the vehicle, and the kilometres travelled are recorded automatically. Payment to the provider is made afterwards, through periodic/postpaid invoicing. (CNAIR)

The TollRo Mobile Application

The third option provided by law is CNAIR’s mobile application. The law defines it as the application that uses the phone’s satellite positioning to collect and transmit information on the distance travelled, needed to calculate and collect TollRo. (Portal Legislativ)

At present, however, this application is precisely the one in the public piloting stage, and CNAIR has announced that it will not charge a mandatory toll through a system that is still being piloted. (AGERPRES)

For transport operators, therefore, the question is not only which payment methods the law provides for, but which of them will actually be operational on 1 October, if the deadline remains unchanged.

15 January 2027: European SETRE/EETS Interoperability

Separately from the 1 October deadline, the legislation sets another important date: 15 January 2027.

According to CNAIR, under Law No 226/2023, as amended by Law No 103/2026, the interoperability of the Romanian electronic road tolling system with similar systems in other EU Member States, through the European Electronic Toll Service — SETRE/EETS, is scheduled to become operational from this date. (AGERPRES)

For transport operators, this stage is relevant because the SETRE system allows kilometres to be recorded automatically through an on-board unit (OBE) and the use of services from authorised electronic road-toll providers. (CNAIR)

As of 23 September 2026, however, the National Electronic Register RoSETRE shows no registered SETRE provider and no registered main service provider.

What Transport Operators Are Asking For

Transport operators’ organisations have requested that the application of TollRo be postponed or, if the 1 October deadline is kept, that at least a sanction-free period be introduced, citing the problems identified during testing of the application. (News.ro)

CNAIR notes that the employers’ associations’ request regarding piloting and a compliance period without fines is in line with the company’s own proposal to extend the deadline.

What Transport Operators Should Watch in the Coming Days

As of 23 September 2026, the situation can be summarised by four milestones:

1 October 2026 — the deadline currently set by law for applying TollRo;

mid-October — the earliest point at which, according to CNAIR, the minimum piloting period can be completed;

15 January 2027 — the date set for SETRE/EETS interoperability to become operational; (AGERPRES)

1 April 2027 — the new deadline officially requested by CNAIR for applying TollRo and the new vignette. (AGERPRES)

The situation may change in the coming days through legislative intervention. TELL Security Systems recommends that transport operators follow the information published by CNAIR and the Ministry of Transport and carefully check any commercial offer for automatic TollRo payment, as this service is not available at the moment.

Useful links

Official TollRo portal

Law No 226/2023 – Portal Legislativ

CNAIR press release on the 1 October deadline and SETRE

CNAIR’s request for an extension until 1 April 2027 – AGERPRES

Transport operators’ positions and Minister Radu Miruță’s statements – Digi24

TELL Security Systems is a manufacturer of fuel level probes in Romania and a company specialising in GPS monitoring and fleet management solutions.
